Rep. Scott Perry Alleges USAID Funds Boko Haram, ISIS, and Al-Qaeda, Cites Misuse of Taxpayer Money in Pakistan and Afghanistan
U.S. Congressman Scott Perry has alleged that the United States Agency for International Development (USAID) has been financing terrorist organizations, including Boko Haram. Perry, a Republican from Pennsylvania, made the claim on Thursday during the inaugural hearing of the Subcommittee on Delivering on Government Efficiency.
Speaking at a session titled “The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud,” Perry asserted that U.S. taxpayer dollars—totaling $697 million annually—have ended up in the hands of extremist groups such as ISIS, Al-Qaeda, and Boko Haram. He further criticized USAID for allegedly funding schools in Pakistan without evidence of their construction and for directing millions toward education programs he claims do not benefit their intended recipients.
Perry’s remarks align with former President Donald Trump’s long-standing calls to shut down USAID over corruption concerns. Trump’s ally, billionaire Elon Musk—who now leads the Department of Government Efficiency—has also condemned the agency, calling it a “viper’s nest” and accusing it of rogue operations.
Trump and Musk have vowed to restructure federal agencies as part of a broader effort to reduce government waste, a move they say is essential to the “Save America” agenda.
