Trump Unveils $5M ‘Gold Card’ Residency Program to Attract Wealthy Investors, Says Sales Could Reduce U.S. Deficit and Hints Russian Oligarchs May Qualify

Washington, D.C. — President Donald Trump announced Tuesday a new high-price residency permit, dubbed the “gold card,” available for $5 million each. The initiative, he said, aims to attract wealthy job creators and help reduce the national deficit.

“We’re going to be selling a gold card. You have a green card, this is a gold card,” Trump told reporters in the Oval Office, emphasizing its potential as a pathway to U.S. citizenship. He estimated sales could reach one million and confirmed all applicants would undergo vetting.

When asked if Russian oligarchs could apply, Trump said it was possible, adding, “I know some Russian oligarchs that are very nice people… I think they can afford $5 million.” Many Russian elites have faced Western sanctions since Moscow’s invasion of Ukraine three years ago.

Standing beside Trump, Commerce Secretary Howard Lutnick said revenue from the program could help lower the U.S. deficit. The president even floated the idea of branding the permit after himself: “Somebody said, ‘Can we call it the Trump gold card?’ I said, ‘If it helps, use the name Trump.’”

Sales of the gold card are expected to begin within two weeks.
