Born on September 27, 1960, in Nko, Cross River State, Ibas began his education at Nko Primary School and later completed his primary studies at Big Qua Primary School, Calabar. He proceeded to Hope Waddell Training Institute and later attended the School of Basic Studies, Ogoja, before joining the Nigerian Defence Academy (NDA) as part of the 26 Regular Course in 1979.

- Commissioned as a sub-lieutenant on January 1, 1983, he went on to complete the Sub-Lieutenant Technical Course in India (1983–1984).
- Trained in aviation at the Nigerian Air Force Primary Flying Training School (1986–1987).
