Despite Court Order, Rivers Sole Administrator Appoints 23 LG Administrators, Reconstitutes Suspended Boards, and Cancels Ongoing MDA Tenders
Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd.), has approved the appointment of administrators for the state’s 23 Local Government Areas less than 24 hours after a Federal High Court in Port Harcourt reportedly barred him from doing so.
The restraining order was issued on Tuesday by Justice Adam Muhammed in suit no. FHC/PH/CS/46/2025, filed by PILEX Centre for Civic Education Initiative, led by Courage Msirimovu, challenging Ibas’ authority in his official capacity.
In a Special Government Announcement released Wednesday morning, Secretary to the State Government, Prof. Ibibia Worika, confirmed the appointments, stating they take immediate effect from Monday, April 7, 2025. The statement did not list names of the appointees.
The Sole Administrator also approved the reconstitution of boards of some previously suspended agencies, commissions, and parastatals.
This move follows a string of sweeping actions by Ibas, who last week suspended all heads of Ministries, Departments and Agencies (MDAs), and recently cancelled all ongoing procurement and tender processes across MDAs, citing the absence of an appropriation law and referencing a Supreme Court judgment.
He further directed that any fees collected during such tender processes be refunded to contractors immediately.
