Full List of 23 Appointed LG Administrators in Rivers as Sole Administrator Ibas Reconstitutes Boards, Cancels Tenders, and Defies Court Order
Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd.), has approved the appointment of administrators for all 23 Local Government Areas of the state, despite a court order reportedly restraining him from doing so.
The appointments were announced less than 24 hours after a Federal High Court sitting in Port Harcourt issued an interim injunction stopping the move. Justice Adam Muhammed gave the order on Tuesday in Suit No. FHC/PH/CS/46/2025, filed by the PILEX Centre for Civic Education Initiative, led by Courage Msirimovu.

In a Special Government Announcement released Wednesday morning by the Secretary to the State Government, Prof. Ibibia Worika, Ibas also approved the reconstitution of boards for certain agencies, commissions, and parastatals previously suspended.

This comes amid sweeping reforms in the state. Just last week, the sole administrator suspended all heads of Ministries, Departments, and Agencies (MDAs) with immediate effect.
In a separate directive, Ibas also cancelled all ongoing procurement and tender processes by MDAs, citing the absence of an appropriation law and a recent Supreme Court ruling. Affected MDAs have been ordered to refund all fees collected from contractors.
