Dele-Bashiru, who came on for Alex Iwobi in the 74th minute, found the net in the 86th minute by slotting home a low cross from Moses Simon. His goal finally broke the determined Libyan defense, which had employed time-wasting tactics in an effort to hold off the Super Eagles.
Earlier, Ademola Lookman had a goal disallowed for offside, a decision that sparked protests from some fans in the stadium.
Nigeria will travel to Libya for the return leg on Tuesday, where a win would virtually secure their place at the 2025 tournament in Morocco.
